On March 8th, the WeChat Security Center issued the Announcement on the Handling of Wechat Personal Accounts Posting Sales Information of “Illegal And Contraband Goods “《關於處理微信個人帳號發布「違法違禁品」售賣信息的公告》, which relates to every WeChat user. The announcement is as follows:

The behavior of using personal WeChat accounts to post information regarding the sale of 「illegal goods」 violates the relevant laws and regulations of the Criminal Law of the People’s Republic of China《中華人民共和國刑法》. Therefore, Wechat Security Team will resolutely deal with violators, and severely crack down on them.In order to standardize the behavior of personal WeChat accounts and to protect the information security and legitimate rights/interests of users: whoever publishes, displays or disseminates any kind of sales information regarding “illegal and contraband goods” in any form shall be punished in accordance with the relevant laws and regulations of the State.Additionally, they will be punished as per the terms stated in the Tencent WeChat Software Licensing and Service Agreement《騰訊微信軟件許可及服務協議》and WeChat Personal Account Usage Specification《微信個人帳號使用規範》depending on the severity of the violation:
- Illegal content that is posted will be deleted once found, and the WeChat moments of the user will be blocked
- For
Wechat accounts that violate the rules, they will be warned, restricted
or forbidden to use part or all of WeChat, suspended, or even banned;- For Wechat groups that violate the rules, their functionality will be limited or they will be blocked;
- For illegal links, they will be blocked and announced to the public.
Since January 2019, WeChat has dealt with multiple cases of the above behavior:
Over 2,800 WeChat accounts that published sales information of 「illegal and contraband goods」 have been dealt with;
Over 1200 WeChat groups that published the sales information of “illegal and contraband goods” have been dealt with;
Over 900 links to sales information of “illegal and contraband goods” have been banned/deleted.

information on the sale of various illegal and contraband products,
including but not limited to the following examples:

Users who sell illegal goods on the internet will be dealt with accordingly by the Criminal Law of the People’s Republic of China《中華人民共和國刑法》 and the Regulations of the People’s Republic of China on Punishments in Public Order and Security Administration《治安管理處罰條例》.It is illegal for users to publish illegal and contraband sales information through WeChat, including personal accounts, groups and WeChat moments. For users who forward or promote illegal products for others under their WeChat moments or in WeChat groups, once problems occur, they may have to bear administrative penalties as well.Meanwhile, WeChat wishes that users cherish their rights to use their WeChat accounts, and not violate the existing laws and regulations. WeChat will deal with violators in accordance with relevant laws and regulations as well as the service agreement and usage specification, and cooperate with the authorities to safeguard the legitimate rights and interests of WeChat users.If users find above banned content while using WeChat, they can report the content through the app, or through the mini-program “Tencent 110」.「Lets build a safe and healthy environment on WeChat」
